Names of Management and Personnel in various departments are listed online but the only contact information available are general emails for country offices.

In May 2006 the EBRD Board of Governors approved the "Code of Conduct for Personnel and Experts". It applies to the President, the Vice-Presidents, the Chief Evaluator, staff members and contracted experts. The code addresses general codes of conduct, duties of bank personnel, whistleblower protection, etc.

These documents contain very limited budget information. The 2008 Business Plan and Budget and the Financial Statements in the 2007 Annual Report both contain minimal budget information. The Public Information Policy (Sept 2008) requires that "Summaries of these documents will be made available on the Bank’s web site after Board approval of the main document. In addition, a summary of approved annual staff compensation and benefits adjustments will be included as part of the summary of the annual Business Plan & Budget to be made available on the Bank’s web site at: www.ebrd.com/about/ strategy/general/budget.htm."
